IPPO, New York, April 4 (Reporter Li Shihui) - On April 4th, at the eleventh session of the Expert Mechanism on the Right to Development (EMRTD) held at the United Nations Headquarters in New York, Cui Guowei, representing the Shaanxi Patriotic Volunteers Association (International Patriotic Pact Organization), delivered a video statement on the theme of "Recent Reversals in International Development Cooperation and Their Impact on the Right to Development." The meeting aimed to assess current obstacles and find ways to ensure a sustained commitment to international cooperation and development financing.

會上,，發(fā)言人表示,，近年來，國際發(fā)展合作為各國帶來了前所未有的發(fā)展機遇,，而發(fā)達國家在此過程中發(fā)揮著不可替代的作用,。美國作為世界上最發(fā)達的超級大國，過去在全球南方國家支持可持續(xù)發(fā)展和人權(quán)方面做出了重要貢獻,。然而,，2025年美國政府的一系列“退群”舉措，如退出人權(quán)理事會,、聯(lián)合國教科文組織,、巴黎協(xié)定等，并解散美國國際開發(fā)署，終止了每年超過400億美元的人道主義援助,，給國際發(fā)展合作帶來了嚴(yán)峻挑戰(zhàn),。

During the meeting, the speaker stated that in recent years, international development cooperation has brought unprecedented development opportunities to various countries, with developed countries playing an irreplaceable role. The United States, as the world's most developed superpower, has made significant contributions in the past to supporting sustainable development and human rights in Global South countries. However, in 2025, a series of "withdrawal" measures by the U.S. government, such as leaving the Human Rights Council, UNESCO, the Paris Agreement, and disbanding the U.S. Agency for International Development, which terminated over $40 billion in annual humanitarian aid, have posed severe challenges to international development cooperation.

發(fā)言人指出，美國的這些舉措不僅直接損害了受援國的利益,，更可能引發(fā)多米諾骨牌效應(yīng),，導(dǎo)致其他發(fā)達國家效仿，從而使發(fā)展融資缺口持續(xù)擴大,，全球不平等現(xiàn)象加劇,，發(fā)展權(quán)規(guī)范性框架遭受沖擊。因此,，我們呼吁美國重新承擔(dān)起大國責(zé)任,，履行官方發(fā)展援助承諾，支持發(fā)展中國家實現(xiàn)可持續(xù)發(fā)展目標(biāo),，推進人權(quán)事業(yè)進步,。

The speaker pointed out that these U.S. measures not only directly harm the interests of recipient countries but may also trigger a domino effect, leading other developed countries to follow suit, thereby exacerbating the development financing gap, increasing global inequality, and undermining the normative framework for the right to development. Therefore, we call on the United States to reassume its responsibilities as a major power, fulfill its commitments to official development assistance, support developing countries in achieving sustainable development goals, and advance progress in human rights.

同時，國際愛國公約組織倡導(dǎo)建立創(chuàng)新機制,，包括強化多邊合作框架,、深化南南合作內(nèi)涵、探索三方合作及公私伙伴（PPP）模式等,，以有效填補傳統(tǒng)官方援助縮減留下的真空,。發(fā)言人特別強調(diào)了民間社會組織提出的創(chuàng)新倡議的重要性，并指出,，這些倡議值得聯(lián)合國高度重視,。

Meanwhile, the International Patriotic Pact Organization advocates for the establishment of innovative mechanisms, including strengthening multilateral cooperation frameworks, deepening the connotations of South-South cooperation, exploring triangular cooperation, and public-private partnership (PPP) models, to effectively fill the vacuum left by the reduction in traditional official aid. The speaker particularly emphasized the importance of innovative initiatives proposed by civil society organizations and noted that these initiatives deserve significant attention from the United Nations.

此外,，國際愛國公約組織起草的《國際愛國公約》以“愛國不能損害他國利益”為核心原則,，創(chuàng)新構(gòu)建了“國家發(fā)展權(quán)力審議機制”。該機制通過監(jiān)督各國發(fā)展政策的外部性影響,，為重塑全球發(fā)展倫理提供制度保障,。如果這一機制能夠被聯(lián)合國采納，有望成為構(gòu)建全球治理新體系的重要源動力,。

Additionally, the International Patriotic Pact drafted by the organization, with "Patriotism Should Not Harm the Interests of Other Countries" as its core principle, innovatively constructs a "National Development Rights Review Mechanism." This mechanism provides institutional guarantees for reshaping global development ethics by monitoring the external impacts of countries' development policies. If this mechanism is adopted by the United Nations, it is expected to become an important driving force for constructing a new global governance system.

This meeting, hosted by the Expert Mechanism on the Right to Development, lasted three days and aimed to explore how to address the new multilateral and national situations and their implications for the right to development, as well as to seek the best ways to promote development. Representatives from member states, civil society, practitioners, and experts attended the meeting and engaged in in-depth discussions and exchanges.
